Problem with keyboard viewer in MS office programs

I have enabled the Vietnamese Unicode font and can switch to that keyboard when I am in Thunderbird and some other Web programs. However, the Vietnamese keyboard does not show up when I try to type in MS Word or Entourage. If I switch my input to Vietnamese on the menu bar, I can type Vietnamese characters, but the only keyboard that pops up is for English ("U.S."). I have the same problem with the French keyboard. What's going on? I'm flummoxed...
