Problem with keychain access code

Every so often I get a window popping up on my phone asking me to confirm my keychain access. The problem is although I have the right number selected, apple never sends me the text. I never receive it.

This popup window pops up on my iphone, imac and ipad respectively.

I was having the same problem and wasn't able to receive the verification codes.

Try turning off wifi and using the cellular network instead to proceed with the activation and verification process.

I don't know how, but I got the code when I used the cellular network instead of wifi. Whenever I was on wifi, even after waiting for over 15 min, I was not able to get the code.

I tried doing that but I don't have a data plan so I can't use my 3G network to do that.

Any other suggestions?
