I updated to 10.13.1 and now few programs like SeaMonkey don't work.

I get "Address Not Found" error if i have proxies off but if i turn proxies on then pages load normally.

Not sure if Little Snitch or Hands Off settings causes this but i have turned both off and still same happens.
 
Maybe I am wrong, but.... if I understand correctly, different machines/storage working under "old" OS HFS+ and the new APFS (High Sierra) cannot (always) read each others data in a network - due to completely different file-systems and possible automatic encryption under APFS....

The disk's format isn't relevant in connecting to a computer that has file sharing enabled. APFS disks can only be shared via SMB, but the computer that's connecting to it doesn't know what format that disk is.
