Problem with PDF Documents as attachments

After creating a PDF document in High Sierra mail I inserted it as an attachment and it came in as a text preview instead of just a regular attachment. What happened with this? Is there a way to get a mail attachment to insert as it did in Sierra?

What do you mean "text preview"? Was it a one-page PDF?

Yes, it was as if I had taken part of the text a pasted it into my email instead of the way an attachment used to look. See below. This PDF is several pages long.
