Every time I start Safari, the toolbar at the top would hide and whenever I want to use it or check the time etc, I need to move my cursor up to unhide it.

Same thing every time I open up Safari.

I have tried looking into System Preference hoping to fix it manually, but there are no settings available for the toolbar

This problem start just recently, approximately 2 weeks ago...

I havent installed anything apart from updating.

Edit: The Safari isn't in full-screen mode

It sounds like if you have the mouse pointer at the top of the screen the menu bar drops down? If yes, then go to View and click Exit Full Screen Mode or control+command+f.
 
Sorry Ive forgotten to include, but the Safari wasn't running on full-screen mode :(
