Hello there.

I read about WD problems in maverics but i have the same problem with a seagate USB drive 2.0 GB (ST2000DL 003 9VT166)

In tags if i tag a file doesnt appear there.
Also In Spotlight it shows the 118GB (exFat) indexing forever

I have two partitions, one Mac OS Extended (Journaled) 1.87TB and secont one exFat 118GB.

Any suggestions?

Mac Mini Mid 2010, 8GB, i5 2.5, SSD Corsair 90GB (Works ok the internal drive)

Spotlight is supposed to work on external ExFAT drives like this, but depending on what type of files you have on there is can be very buggy.

I would just exclude the 118GB ExFAT partition from Spotlight indexing by adding that partition to the exclusions list under options in Spotlight. That will stop the continuous indexing you are seeing.
 
OSX's built in support for exFAT is terrible. Avoid using exFAT with OSX if at all possible.

Assuming this is to share with/use for Windows use FAT32, unless you have files larger than 4GB.
