Problem with Touch Recognition in Notifications in Notification Center

I have had an issue on every Beta that I can remember, and it's even made its way onto the GM, which I'm on right now. When notifications are in Notification Center, they have a serious issue with touch recognition. It can take numerous attempts to get them to respond to touch. I can 3D touch them, and that will work, but they still won't respond to touch and refuse to open the app. They remain completely useless. You can press and press and press and they won't open the app. It can sometimes take upwards of 10 presses before they respond. Anyone else see this? It's driving me insane. I've done a couple of hard resets and that seems to clear it out for a few hours but it always comes back. Thanks!
