Problems Activating iPhone 4S

I just got my new phone and tried activating it at work. Everything went smoothly, except that I cant make or receive calls. I orginally had a 3GS and when I try to call my phone number the 3GS rings but all the "data" comes through on the new iPhone. I am getting all my emails and apps and everything to work other than getting the phone to switch over from the 3GS to the 4GS. Does anyone know how to fix this?
 
Did you call your service provider to update the IMEI database? AT&T for example?
