Problems changing labels on network files that are not owned by the user

I have some people saving files ot a unix file server (not Mac OS X).

If the user saves a file or creates a folder themselves, they are the owner of that file and can label those without issue.

But the user is unable to change labels on existing files/folders.

The server admins says the permissions are right, but generally don't like supporting Macs.

Any idea what the issue may be? If I can narrow it down, I may be able to get the admins to fix it.
