I don't know why my iMac does this from time to time, but I try to empty the Trash and I get...

"The operation can't be complete because the item is in use."

The item isn't in use though, the program (Acrobat in this case since it's a PDF) isn't even open. The only way to resolve it is if I reset the computer but then after some use, it does it again.

I'm on OSX 10.6 by the way.
 
What happens if you click File > Secure empty Trash when in the finder?

Some things just get stuck every now and again. Secure empty trash forces it to empty.
