problems formatting 4 gig USB flash drive using DiskUtility, plz help

so after formatting an Imation 4gig usb thumb drive into MS-DOS partition FAT32 I can succesfully place information onto the thumb drive, but when i trash files the space is not freed up. any suggestions here on how to properly format the drive.
