Don't know what went wrong. After trying a few times, I got it. However, I still cannot share files.

Under Locations>Network on my MacBook Pro, Mac mini is listed. Doubling clicking showed "Macintosh HD".
There are two options:

When I double clicked on it again, "Loading..." for a long long time and then the system showed:
"The operation can't be completed because the original item for "Macintosh HD" can't be found."

When I clicked "Connect As", it took some time for the "Enter your name and password for the server "Mac mini". "Connect As" Registered User. Entered my password and clicked Connect. Then, double clicked "Macintosh HD:.
Again, "Loading..." showed up for a long long time and then the system gave me that "The operation can't be completed because the original item for "Macintosh HD" can't be found.". Using "Connect As" Guest ended up the same problem.

Both computers have file share On. Under Network of MacBook Pro, it shows Thunderbolt Bridge Self-assigned IP with a yellow dot.

Both are running 13.2.1

It's hard to say. I haven't had to do it enough times with enough variety of parameters to narrow down the why.
 
Did you ever find a fix? We tried:
  • 3 known good thunderbolt cables
  • M1 guest (Ventura) to M2 host (Ventura) and Intel host (Big Sur)
One (1) time we got "When I double clicked on it again, "Loading..." for a long long time " and the rest of the times despite stop/start share disk or reboot, we never saw the disk under Network.
 
Just chiming in to share that I encountered the same issue today. I restart the host Mac and carefully followed all the directions in the referenced article on support.apple.com. Here are a few details of what I tested with:

Target Mac:
* MacBook Pro with M1 Pro
* macOS Ventura 13.2

Host Mac:
* MacBook Pro with M2 Max
* macOS Sonoma 14.1

I tested with the following Thunderbolt cables:
* Apple Thunderbolt 3 Pro Cable 1 meter (the black braided cloth cable that comes with the Apple Studio Display)
* OWC Thunderbolt 3 cable 2 meter (this is in use with a OWC Thunderbolt 3 dock)
