I have an older HP Laserjet printer hooked up to a PC running Windows XP. I have shared the printer out, and added it to the iBook. When I try to print a document, it does get to the printer, but the printer begins to spit out a few random characters or lines per page, and sometimes completely blank pages.

Anyone have an idea of what the problem could be? I am selecting the correct printer driver on the iBook, and using Windows printing, and this is stumping me.

It's not printing random characters. It is printing the characters that you are sending to it. It you were printing from Windows, then your problem would be symptomatic of losing the start of the data stream to the printer. The fix would be to make sure that the printer is turned on before you try to print to it. Since you are connected through Windows you may have a similar problem.
