Problems starting MBP

My girlfriend has a 13" Early-2011 MBP and when she restarts or turns it on makes the one "beep" as if the RAM were bad, but then restarts three times before going to the desktop. Any ideas what it might be? Anything we can do to test it?

when it does finally boot does it recognize all the RAM?
