I want to restore my phone to rejailbreak with GP on 4.2.1. since there is a new firmware out and I read something about apple not signing 4.2.1 software anymore is it impossible to restore and not upgrade ?

If you have SHSH blobs stored for 4.2.1 you can restore back to that version, if not then it's 4.3.1 for you my friend
Your problem isn't with greenpois0n btw.
And if you're forced to update to 4.3.1 because you didn't have your SHSH saved (did you "make your life easier" when opening Cydia for the first time after jailbreaking on 4.2.1?) then you can at least have a tethered jailbreak with PwnageTool or Sn0wbreeze.
But I would wait it out because an untethered jailbreak for 4.3.1 via Redsn0w or PwnageTool seems imminent.

and if I think its a problem with cydia apps can I go to settings and choose erase call content and settings, expecting it to remove cydia files as well ?

Doing that will render your iPhone absolute useless, it won't even start unless you restore it. Again, check if you have the SHSH blobs stored in Cydia.
Open Cydia and look up top. It will show what "blobs" are saved. Report back.
No. When you opened Cydia for the first time it asked you to "make my life easier". Cydia now automatically saves your SHSH for you so that you can downgrade to those firmwares when needed. You initiate it
Use tinyumbrella to save them locally as well!
Thanks, it was a painful process because of a 1013 error but after much googling I got it activated. LAST QUESTION lol. Should I back up or restore as new ? Will restoring as new give me an option to sync all my pictures and contacts back ? Or is better to restore from back up. I was leaning towards the feeling of a fresh start from restore as new but I don't want to lose everything.

Do you have your contacts and pics from your camera roll backed up somewhere else? It's very important that you do if you want to set up as new.
it was only backed up to my itunes. I decided to set up as new, and forgot about that so I think I lost my all contacts and pics.
