I have had inconsistent results messaging pics from my iPhone 6 Plus running IOS 8.1.1 to my father in law on his iPhone 3GS running IOS 6.1.6. Lately it doesn't seem to work at all. I tried from my wife's phone, a 4s running IOS 8.1 and that did not work either. He can send pics back and forth to his wife with the same phone he has and I have messaged pics to him before, but I can't remember exactly when this started and if it coincided to upgrading to IOS *.
Does anyone have any ideas of where to start to figure out what's going on?

Honestly speaking I'm not too sure as I personally haven't experienced it ..i will say call apple and ask

and before you do try disconnecting/ deactivating iMessage from both phones and reactivating it (I remember Apple had a software release not too long ago on how to deactivate iMessages if you no longer use the iPhone - use that)
 
Try this:-

1. Go to Settings and turn airplane mode off.
2. Go to Settings > Messages and turn MMS Messaging on.
3. Go to Settings > Cellular and turn Cellular Data on.
3. Restart your iPhone.
5. Tap Settings > General > Reset > Reset Network Settings on your iPhone.
6. Remove your SIM card and insert it again.

I think it will resolve the issue of picture MMS sending problem.

Could it be that the iPhone 3GS screen can't handle that size/dpi picture?

i doubt it...the picture should still be received just the viewing experience wouldn't be as good as obviously newer screens but size or ppi has to do with viewing it not receiving the item

Yeah, just an idea. Now that I think about it, I've even had people on modern android phones have trouble, but you get a message that there was an issue.
