Problems with Recovery Contact

Recently my iPhone 12 PRO with IoS 16.5.1 is prompting me that I need to setup a Recovery Contact or a Recovery Key.

I have previously added my wife as a Recovery Contact and when looking under "Password & Security" she is still listed as a Recovery Contact.

When I try to add my Wife again I get an error message than only people using iMessage (which my wife does) can be a Recovery Contact.

Has any one else experienced the same?
