Procedure To Transfer Cell Plan (Verizon) On New Apple Watch?

Could anyone clarify the proper procedure to transfer an existing cell plan from an older watch that will be unpaired when you upgrade? For example, when you unpair the old watch, should you choose to keep the plan or remove plan to allow for the transfer?
