Profile Manager works locally, not over 3G?

Has anyone had any luck getting profile manager to work over a 3G connection? I have successfully enrolled my iPhone 4 and I can do things like locking screen over WiFi. This works fine. However if I disable Wifi I cant lock the screen over the 3G connection. Profile Manager lists the status as "sending..." but nothing ever happens.

Anyone run into something similar?

I figured this out. A little debugging on this side showed that the iPhone was trying to contact the server from outside on TCP port 443. I didn't have this open as the Server Admin guide doesn't mention it being required for Profile Manager. In any case, when I opened that up things worked fine.
