Program dialog before application is opened

Goal: to get a dialog box to show when an application is clicked

Ideally the dialog box would be customizable and require the user to acknowledged it before the application is run. I am not sure if that last part would be possible.

I briefly looked at Quicksilver and it may be able to do what is needed, but I have little experience with it.

Thanks for reading and any pointers.
