Thanks for your feedback. I have been using OVER of IOS to make simple advertisements on my campus. I am wondering if there is a program like this for OSX.

I like Over because it is simple and does most of what I need it to do. I am hesitant to dive into illustrator or something more complex because of the learning curve. I do have access to illustrator thought.

All I need to do is add text to photos, Add shados and other effects to the text to make it stand off the pictures. Make text follow curves. It would be nice to adjust the kerf.

Is there something simple or do I have to learn this in illustrator?

I've never been using OVER, but will try to make some suggestions...

If you want to become a (professional graphics) designer or DTP-artist, then you should really learn Illustrator.
Illustrator (mostly used for vector image artwork) is commonly used in conjunction with Photoshop (mostly for pixel image) and InDesign (for combining vector and pixel images to a layout and export the final PDF). -> Three Apps to learn, even though you can do quite a lot just with Illustrator alone. Even just Photoshop or InDesign alone should be viable. Nonetheless, to choose a vector based tool like Illustrator is a good choice, as it ensures to get sharp text in the final result and it can export a lot of different data formats very easily.

The important questions are, what's your output format, output device, how professional must your final data be?

As long as curvy text is no absolutely must have, I'd recommend simply Pages (and Preview for conversion)
That won't give you professional CMYK PDF/X output, but usually works for sending a pdf to a laser/inkjet printer in a non-professional environment or export a PNG for the web.

With those Apps you can 'attach/align text to paths', even though they might not appear much simpler than Illustrator to you, just a little different with some deduction in data import and output options:
