program to convert video to HD video?

You can't turn a standard definition file into a HD file. What exactly do you want to do? Where do you want to play the files?
red giant has Instant HD.
and Compressor can too.

it wont look better because its being scaled up,
but if you really need to, Compressor and Instant HD both do some extra stuff to the footage like smoothing and such.
plus it's not truly HD unless it was filmed with an HD camera, because of the difference in detail between recording in SD and HD, HD captures more information.
