Just got a mac mini (came with lion). One thing I notice, whenever I turn off my computer, and then turn it back on, all the programs that were running before auto start up.

Is there a way to turn that off?

It's a feature of Lion. I'm not sure if there is way to disable it permanently. Certainly every time you shut down/go into sleep mode the message box has a small check box asking you whether you want this to happen next time or not. I know it's not the best solution but you could uncheck this every time you shut down/go into sleep mode you can uncheck this.
