macOS Prompt to tag and move file after downloading

I would like to be prompted to tag and then relocate/move a file immediately after it has been downloaded or added to my download folder. I am familiar with Automators folder actions and Hazel's ability to move files to specific folders and tag files based on file attributes; however, I would like to be prompted to tag a file manually and then specify a location immediately after it is downloaded (rather than specify the tag(s) and location a priori using folders actions). Any suggestions on how to tackle this ?
