Want to revert back to IOS 8.3 from the 8.4 beta. I also want to not lose my pictures or text/iMessages.

Would doing a restore within iTunes in my Mac, with the 8.3 ipsw file work? Or do I need to backup this phone running 8.4 beta 2, enter maintenance mode and do a wipe/restore.

Basically don't want to run this beta anymore, want to run 8.3, and try to save/backup whatever I currently have
 
You'll only be able to restore messages up to the point you last backed up on 8.3
 
Would their be any reason or point to perform backup with 8.4 beta 2 prior to wiping and clean installing 8.3?

Not really since you cannot use that backup in 8.3, but it doesn't hurt to have a full backup even of the beta I would say
 
My preferred approach is as follows:

1) Backup all of your content
2) Put your device in DFU mode
3) Connect to iTunes
4) Download old IPSW file
5) Restore
