Hi, my proximity sensor is always on. It stops when its 20-30 secs in standby.
Anyone else has this problem and know how to fix it?

The proximity sensor is below that, on the status bar when you have the phone app open. Try it and you will see. That looks like the sensor that controls the screen brightness.
 
Is that a 3Gs? I've been doing some searching, and looks like they moved the proximity sensor on the Iphone 4, and that is what I thought it was when i looked at the pic.

It's Iphone4. But when i'm in a call and go with my finger over the red light my screen goes of so i'm actually very sure it's the proximity sensor the camera is left to the speaker.

Ok, I did the same test, and I think that you are right.;)
Is your phone jailbroken? What things have you tried?
 
Yes 4.1 jailbroken. But i didn't install anything new or any cydia tweak. It's also while booting so i don't know it's actually iOS it's fault.
 
I've done quite a bit of searching, seems it turns on while on a call, unless you are using headphones or the speakerphone. I believe that I would restore as new, and if that doesn't fix it, call Apple. I can't find any issues like yours, searching with Google.
 
Some people started noticing the light after iOS 4.1 was released to address the proximity sensor issue the 4's were having.

I read about that but it only needs to be activated on calls not the whole time (not that my screen goes of when i'm at homescreen or something but it's glowing). That's the problem

It really is weird. If you've tried a restore already and it hasn't stopped, then I'd suggest going in and have it looked at and/or replaced. Having it on all the time could be slowly draining your battery too, I'd imagine.
