PSA for S4 and lower owners with iOS 16 devices-third party watch complications broken

iOS 16.0.3 broke third party app complications on my Series 3 Watch. For some reason not only am I not able to add any app but the complications feature seems to be missing from the watch app on my phone entirely. This was not present on iOS 16.0.2 but suddenly after noticing an app was missing on my watch (thinking I may have accidentally somehow removed it) I tried to add it back there was no option to add ANY third party apps. It took an escalated call and remote session to get Apple to acknowledge this is a known issue. Since iOS 16.0.2 is no longer signed I am stuck till they find it. The apps will install on the watch but I cannot add them to a complication. I don't think I tested other parts of watch faces but this is a known issue.
