If you’re doing Migration Assistant, FYI Rosetta 2 is *NOT* automatically installed afterwards, so any Intel-based apps you have installed will crash immediately. To rectify this, run this terminal command in root (without quotes): “/usr/sbin/softwareupdate --install-rosetta”. Afterwards, my Intel apps worked just fine again.

I wonder if this is a glitch, or working as intended.

Hope this isn’t a sign of things to come, and showing Apple’s desire to have Rosetta 2 support dropped sooner than later.
 
That's not what happened when I tried to open Intel version of Photoshop. I was immediately promoted to download Rosetta 2 before the app could open.
 
macOS asked me to install rosetta as soon as i ran my first intel-based app.

With that said, I'm happy that very few of the things I need on a daily basis are using Rosetta.
 
I had this issue as well but upgrading to 12.0.1 (my source computer was 12.0.1) fixed it for me. I didn't have to manually install Rosetta.
This may be it, then. Perhaps 12.0.1 resolves this bug, as of this post I am still running 12.0, waiting to update to 12.0.1 when I no longer need my MacBook Pro for the night.
