Could be safe... I always carry a charger (power block and cable) and plug it into a wall socket if I can find one. I also carry a portable charger (Anker branded - personal choice) for when a power outlet is not available.

I hope power outlets never go away for usb ports instead. It is quicker and safer.

Though for when there is none portable battery charger is perfect like you said.
 
I know a compromised public USB port could be a potential attack vector. But has this ever moved beyond the realm of possibility into an actual or at least suspected attack? I mean, like there are tons of reports of credit card and ATM skimmers, but I don't recall ever reading a report on a compromised charging port somewhere..

It's not 100% safe. I personally wouldn't dare use one. It would be 100% safe to plug a battery bank into the foreign USB port and then your phone into the battery bank if it has two ports.
