Public Wifi connection issue

I often am unable to connect to wifi networks that require me to connect by login on through the web page. Usually the login page dosen't Even come up. Any ideas why that would be. My wifi works good from home.

If its updated, try clearing cookies and data, under settings>safari

It dosen't even open safari it just pops up an error that its unable to connect to the network

I usually start a new tab or window and it connects. If it still confused, I quit Safari completely, re-load have always done it.

Even though many pop up Safari automagically, some don't (for whatever reason) and attempting to open a web page usually primes the pump and gets things moving. I normally close all my pages or exit Safari entirely.
