iOS Publish an app under someone else’s Apple Account

Is it possible to develop and submit an app under an Apple Account belonging to someone else(without having to use share Apple Account logins)?

I saw that setting up teams is an option limited for organization accounts. Does that mean there is no other option than sharing login credentials if the account type is individual?
