is there a way I can pull data off my broken/ water damaged iPhone 3gs? thanks

if it's dead, probably not. depends on how water damaged / broken it is. Have you done the usual steps for a water damaged phone?

If the phone is completely dead, only options are either load your itunes backup to your replacement iphone if you get one, or use something like http://www.iphonebackupextractor.com/ to pull info from your itunes backup.
