I'm getting an Apple Watch for myself soon as a graduation present. The current plan is in the next few weeks.

However, I'm looking into possibly moving to the States before the year is out.

As far as I know, the only major difference in offerings right now is that in Canada, the ECG feature does not work. However, it was made clear a while ago that purchasing the Apple Watch in the US could not make the feature work in Canada, signalling that this is 100% a software limitation, not that the Apple Watch Canada Edition ships without the ECG hardware.

My question is, does anyone know if I move, and change my iTunes Account locale to the US, and receive WatchOS updates, if I will be able to use the ECG feature?

My other question would be, are there any other limitations/unavailable features I don't know about?
 
The ECG funcationality is based on which country the watch is purchased. Changing the local of your accounts will do nothing. If having the app is most important to you, then purchase within the US.
