Purchased button for App Store App?

I wanted to re-install an app deleted from an iPhone w/ iOS3.1.3.

Went to App Store via iPhone, signed in, selected 'Updates' - all I see is "all Apps up to date", no "Purchased" option.

"On iPhone or iPod touch, tap Updates from the bottom navigation bar, then tap Purchased."
