I purchased 3G unrestrictor on my other 4S - this is a new replacement - new phone number aswel...
Its asking me to 'login' & purchase it again on cydia?

Go to Front page of Cydia, Manage account, Sign in with whichever applies to your purchase
Your paid apps will then show and can be re-installed.
