iPhone 11 Pro Purchased without being tied to a carrier

I am currently on AT&T and plan to switch to Verizon in the near future. I didn't want to tie the new phone to a particular carrier and end up paying two set up fees.

Can I just move my AT&T sim card from my iPhone X to the new 11 Pro Max? I just want to be able to use the device when it arrives.
