So I received my new phone and when I go to purchase AppleCare either online or through the settings menu it only gives me a monthly charge option. I cannot seem to find the purchase all at once option??
 
A lot of people are having this problem I guess. Try calling Apple and seeing if you can purchase it over the phone.

I did have to call Apple. They did a quick diagnostic on my phone and sent an email link to purchase Applecare plus with one $199 payment... not monthly. It was interesting that I could not purchase it using pay in full on my phone settings or their website. They noted the issue expecting others to call in.

I had the same problem with my phone yesterday. Only gave me monthly payment option which ends up costing more in the end. I called them and they were able to process it over the phone. However, my new apple watch gave me the pay in full option,
