Is it possible to set up an account for the Japanese iTunes music store?
 
If you have a credit card with a billing address in Japan you can.

You may also be able to do it with a Japanese iTunes Store gift card.
 
Ugh, I really didn't want to just have to buy a bunch of import CD's, but...
