I have a 2017 MBP 13". How would I go about purchasing regular AC? I'm not interested in the + but that is all I see on Apple's website.
There are some places where it references that I have a choice between AppleCare+ or AppleCare but I can't figure out HOW to purchase the regular one.
 
You have to call Apple Support, there is no online Apple page for regular Applecare.
Yep, or look into reputable third-party retailers; I can't speak for everywhere in the world, but here in Germany many retailers still have them on offer. Advantage over purchasing them via Apple is that they are usually a bit discounted from the retail-price; I got my AppleCare (non-plus) around 25% off for my 2018 MBP.
 
Just one question, and it is out of curiosity:

Why would you NOT want AppleCare+ and added safety of damage protection? I have been praying for years that they would add this - I jumped on it faster than a fat kid on cake.

I see some on eBay for about $160 but my biggest concern is purchasing AC and then finding out that its not the correct one for my model. I can't see to find a definitive answer on whether to not regular AppleCare can be purchased from a store other than apple. Everybody seems to be "discontinued" unfortunately. Hopefully I'm wrong.

I don't really take my laptop out. I just want AppleCare for mechanical failure (CPU, keyboard, and now the whole display ribbon issue)

Because it’s much more expensive. If you’re not going to break the machine yourself and are only worried about reliability, then paying almost twice as much for AC+ than you would for AC is just a waste of money.

Some people are worried that they are going to break it themselves, fear that they are clumsy, often act careless with their devices or have a history of accidentally dropping them etc. For them, AC+ is a great option, and it’s good that it’s now offered for the Mac aswell. But many people aren’t all that worried about it and so rarely damage their laptops or even desktop Macs that it’s just not worth it, they just want to be covered if it fails all by itself later during its lifespan.
