Purchasing unlock code via ebay for ip4

I'm trying to purchase an at&t iphone 4 for my brother in college who is with t-mobile via craigslist. I havent been doing the unlock thing since the first iphone so i am behind. I have been looking into purchase getting it unlocked via ebay. Is it really that easy to get the iphone 4 unlocked nowadays? Will they be able to unlock any software i.e i0s6? Thanks in advance.

Yes, an AT&T iphone can be unlocked via ebay sellers, easy, cheap and fast.

Just buy the service, send them the EMEI number of the iPhone you want unlocked, wait till they send you an e-mail or message saying it's done, and then either restore on iTunes or stick a T-Mobile sim to confirm.
