Push Notification for Apple Store Offline

Hello! I found an application called Store Offline...It sends a push notification when Apple Store goes offline and another when returns online... do you know if is it true or a fake? how is it possible for this application to work?

I'm sure its real, its easily possible for it to do. Just check a URL in the store, and when it gets redirected to the store down page, send out the push notification.
