Push Notifications missing for me, but my friend has it. we both updated our iphone 3Gs to 3.0 today at the same time. but in his options it shows push notifications under his wifi button but it doesn't for me.

It doesnt show up until you get an app that uses it.

For instance it wasn't there for me, but once I started the tap tap update it asked to allow notifications, I did, and it showed up.
 
No Joy Here Either.

Do you need to have an app. that does notifications for this to show up, or does it just show up and is used when you finally have an app. that would use it?

Precisely that! At first I didn't have the "Notifications" either. I then opened one of my apps that have push notification (Tap Tap 2) and it asked me if I wanted to receive push notifications. I accepted it. Then went into the settings and Notifications was there.
 
Ah thanks just launched tap tap 2 and it works now. kinda noice how it shows what apps are enabled to us it
