Push notifications nearly dead after 12.0.1 update

I have set up my iPhone 6s+ and my iPad Pro 10.5 to receive push notifications exactly the same way from all the same apps. After updating the 6s+ to 12.0.1 while the iPad remains on 12.0, the 6s+ is receiving almost none of the notifications that show up on the iPad. I still get notifications about emails, but that's an exception to the rule - everything else (Podcasts, Facebook, Twitter, CNN, BBC and dozens more) is dead.

DND is off, per-app notification settings are untouched, I've restarted the phone twice... any ideas?

I have a problem with Text/iMessage notifications.
There's no sound and the screen isn't turning on when I receive them.

This happened after a reset + restore from backup so I reset and setup as a new phone. Seemed fine yesterday but the problem is back now.

Other apps' notifications seem fine so far.

I got the "DND while Driving" notification even after I set it to enable "Manually". I wonder if it has something to do with this.

P.S. Had this issue since iOS 12. Second restore was done using 12.0.1
