Push notifications work after fresh restore but after rebooting they stop working OS5

As the title says, I restore my iPhone to a fresh ios5.0.1 and push notifications work (as confirmed by ipusher and facebook), but after I reboot the phone push notifications stop working. This happens on both jailbroken and non-jailbroken firmware. I have looked in SAM (cydia) while jailbroken and seen the state is 'wildcardactive'. The thing that has really confused me is that the notifications work until the phone has been rebooted for the first time.
