PUSH only seems to work while on the Phone + WIFI

I find that PUSH notification seem to work great if im on the phone and connected to wifi...

I tried resetting my network settings.. And have 3G on.. The two apps im using with push are foursquare and facebook.

And well my gmail is through exchange which seems to work fine..

Any idea whats going?
