Put pictures in folders?

Is there any way to make folders for all of my pictures? I have an iPhone 4 and have a bunch of pictures on it. Is there anyway to separate the pictures into separate folders?

You can sort photos into different albums in iPhone and then sync those albums to the iPhone.

No idea what you can do on a PC or the phone itself (there might be an app for photo album arranging).
