Pwnage Tool Restore Question before Selling

I am going to restore my iPhone 4 4.3.3 with baseband 1.59 before selling it on eBay with Pwnage Tool. My one question is should I select Activate the phone or not? I know you do not select it if you are using an official carrier but am unsure when selling as unlocked.
