Pwnage Tool Restore Time?

I've got a 3GS old bootrom and trying to upgrade to ios4 from 3.1.2 (jailbroken with Redsn0w). I created the custom firmware using Pwnage Tool 4.01 and went through the steps to restore but it's been 15 minutes and the meter is about 1/8 of the way through and has not moved for the last 12 minutes at least. Is this normal?
