When I first got my iPhone 4,

Somehow I triggered a menu that said "pwr on/off".... and now i cant trigger it again.

it looked like a menu that came out of the left side with a "Pwr On/Off" option.....

I closed it by accident and I want to trigger it again.

How do I do it?

Sometimes when ATT sends a network update to the phone, it requires a power cycle and i think that is what you saw.

Are you talking about "slide to power off" that shows up when you hold the sleep/wake button?

No.

It was a black screen

with an arrow on the left center of the screen... like a pop out from the left center side and it said "Pwr On/Off"... it was black (background). the text was white.

It happenes on every new iPhone 4 that my family has gotten.

It only happened once though... and to this day it never happened again

It appears when a new sim card is activated.
It will not appear again unless AT&T pushes it to the phone.
