Q: does WiFi always cuts off data?

I am on a low Mb data plan. Right now I switch of the data when I have WiFi available. But it seems that iOS does that automatically.

I noticed coz there are some web function from my ISP that can only be accessed from data and not via WiFi.

Is that so? Then I basically don't have to bother to switch the data on/off anymore.
